*بقول ایک امریکی خاتون ے شروع میں جب جاپان کی ٹرینوں میں ہم اپنے بچوں کے ساتھ
سفر کرتیں تو بہت شرمندگی ہوتی تھی. ہمارے* *بچے کچھ دیر میں ہی بوگی کو اپنا
میدان بنا لیتے* جبکہ جاپانی بچے بڑے سکون سے خاموش اور مودب بیٹھے ہوتے تھے. ہمیں
بڑا تجسس تھا کہ بچے تو بچے ہوتے ہیں. یہ ان کے بچے بڑوں کی طرح خاموش کیوں بیٹھے
ہوتے ہیں.
*جاپان میں تربیت ایک کلچر ہے.* ورنہ جیسے ہم چھوٹے بچوں کو شیطان کہتے ہیں وہ
بھی ما نو نسائی کہتے ہیں. مطلب تقریباً ایک ہی بن جاتا ہے. لیکن وہ ڈسپلن یعنی
shitsuke کو باقاعدہ ایک کلچر اور ذمہ داری کے اگلی نسل کو منتقل کرتے ہیں.
اسی امریکی ماں کے بقول ہمارے بچے جب شیطانیاں کرتے ہیں تو ہم روکنے کی کوشش کرتے
ہیں. جاپانی ماں اسے کرنے دیتی ہے. اس وقت تک جب تک وہ اور اسکا بچہ تنہا نہیں
ہوتے. وہ بچے کو لوگوں کے سامنے کبھی نہیں ڈانٹے گی. اس ڈانٹ ڈپٹ یا سمجھانے کو
انہوں نے اپنے اور بچے کا ایک پرائیویٹ معاملہ بنا دیا ہے. وہ بچے کو سمجھاتی کم
اور ان کی عادت زیادہ بناتی ہیں.
یہی طریقہ کار جاپان کے *ایلمنٹری سکول بھی اپناتے ہیں. ان سکولوں میں نہ کوئی
صفائی والا ہوتا ہے نہ چپڑاسی نہ مالی. سکول کے بچے اپنے سکول کا سارا کام* *خود
کرتے ہیں* . *اخلاقیات کا پورا ایک پیریڈ ہوتا ہے جس کی کوئی کتاب نہیں بلکہ کر کے
سیکھنا ہوتا ہے. صفائی یعنی گھر میں جوتے نہ لے کر جانا،* *خاموشی دوسروں سے عزت
سے اور جھک کر ملنا اپنی ذمہ داری اٹھانا* ماحولیات تقریبات یہ سب نصاب ہے.
ہم نے بھی اگر نظام بدلنا ہے تو *اخلاق کو* پہلے لازمی نصاب بنانا ہوگا. سکول
نہیں تو گھر میں یہ کلاس شروع کرنی ہوگی. کیونکہ یہ اخلاق ہی ہے جو ڈسپلن دیتا ہے.
اور یہ ڈسپلن یعنی تنظیم ہے جو قوم بناتا ہے. اس لئے قائداعظم نے کہا تھا "مجھے اس
میں کوئی شک نہیں کہ اتحاد، یقینِ محکم اورتنظیم ہی وہ بنیادی نکات ہیں جو نہ صرف
یہ کہ ہمیں دنیا کی پانچویں بڑی قوم بنائے رکھیں گے بلکہ دنیا کی کسی بھی قوم سے
بہتر قوم بنائیں گے."
